Genesee County Sheriff's Office

Sheriff Christopher R. Swanson leads the Genesee County Sheriff's Office. It is the fifth largest sheriff's office in Michigan. The GCSO handles law enforcement, jail operations, and court security across the county. The main office sits at 1002 South Saginaw Street in Flint. You can reach them at 810-257-3406 for general questions or 810-257-3422 for non-emergency calls.

The sheriff has charge and custody of the jail under MCL 800.7. This means Sheriff Swanson's office is responsible for every person booked into the Genesee County jail. Staff handle intake, classification, housing, and release. The jail roster reflects all of this activity. When you search it, you see a snapshot of who is in custody right now. The GCSO also works with local police departments across the county to process arrests and manage bookings from multiple agencies.

Genesee County Jail Facilities

Genesee County runs two jail facilities. The main jail is at 1002 South Saginaw Street in Flint. It holds up to 580 inmates in a direct supervision setup. Most days, the population runs at or above capacity. The facility went through major renovations in 2001 and operates as a medium security jail. Captain Jillian Macey oversees corrections operations at this location.

The second facility is the Flint City Lockup at 210 West Fifth Street. This is a short-term holding spot with room for 110 people. It has been closed and reopened several times over the years, most recently in 2021. The lockup uses a linear supervision model and mainly holds detainees from nearby agencies when the main jail gets full. Both facilities feed into the same Genesee County jail roster, so a single search covers inmates at either location.

Note: The main Genesee County jail often runs above its 580-inmate capacity on any given day.

Genesee County Booking Records

Each arrest in Genesee County creates a booking record. The record includes the inmate's name, date of birth, charges, mugshot, arresting agency, and bond amount. Under MCL 800.13, the sheriff must keep records of all prisoners committed to the jail. This includes the date and cause of commitment and the name of the committing magistrate.

Mugshots are public records in Michigan. The court ruled in Patterson v. Allegan County Sheriff that booking photos fall under FOIA and cannot be withheld on privacy grounds. So you can request mugshots from the Genesee County Sheriff's Office. The jail roster may not show photos online, but you can get them through a formal records request.

I.G.N.I.T.E. Program at Genesee County Jail

Sheriff Swanson launched the I.G.N.I.T.E. program in September 2020. The name stands for Inmate Growth Naturally and Intentionally Through Education. The program puts inmates in school for two hours a day, five days a week, with a focus on math and reading skills. Results have been strong. Over 35,000 hours of coursework have been completed so far. Math skills improved by 1.5 grade levels on average, and reading comprehension went up by 2.5 grade levels. More than 27 former inmates found full-time jobs after release.

The program has gained national attention. About 26 percent of US states have adopted some version of it. The idea behind I.G.N.I.T.E. is simple. Better education leads to better outcomes after release. Sheriff Swanson has described the goal as "creating better people, not better inmates." This approach affects the Genesee County jail roster in a broader way because it aims to reduce repeat bookings over time.

FOIA and Genesee County Jail Records

Michigan's Freedom of Information Act gives anyone the right to request records from the Genesee County Sheriff's Office. Under MCL 15.233, you submit a written request to the FOIA coordinator. Describe the records you need clearly. The office has five business days to respond, with a possible ten-day extension.

Fees apply for copies and labor. The county can charge around ten to twenty-five cents per page for copies. The first twenty dollars of labor is free under MCL 15.243. After that, they can bill for staff time. Some records are exempt from release. Medical files, active investigation records, and jail security details can be withheld. But basic jail roster data like names, charges, and booking dates is public. The Michigan Supreme Court confirmed in ACLU v. Calhoun County (2022) that only statutes, not regulations, can create FOIA exemptions.

Note: Inmates cannot file FOIA requests under MCL 15.231, but family members and the general public can.
